RE: Denial of essential medical care by the State of Illinois, the Illinois Department of Corrections and the sabotage of Hepatitis C Virus medical treatment by state contracted medical care providers.

Hello, my name is Jimmy Kinslow, I am a forty - four year old man who made a terrible mistake when I was an impressionable teenager in 1978. Under the influence of a thirty two year old biker, affiliated with the Banditos Motorcycle Club in Southwest Texas, some innocent people lost their lives. I have never denied my participation in these terrible crimes, and have sought some method of atonement since the beginning, without much measurable success, given my long imprisonment.

I was incarcerated in New Mexico when I was sent to Illinois in 1995. In the summer of 2000 I became deathly ill with the Hepatitis C Virus (HCV) from knee surgery I had when I was sixteen. It was my good fortune the Illinois Department of Corrections (IDOC) had a Dr. Joseph Smith, employed as the Medical Director for the Stateville Correction Center, a very kind and compassionate physician. On his authority, I started my HCV medical treatments with Interferon/Rebetol (Ribivarin), before IDOC officials knew what he was doing. Dr. Smith hospitalized me on July 6, 2000. I began treatments on July 7, 2000. I was placed under a medical hold and my treatments were expensive. I was extremely grateful for the blessing. This disease was killing me.

Within four days, on July 10, 2000, I was summoned from my hospital bed to be interrogated by the IDOC Deputy Director, George DeTella, concerning my treatments. This was followed two days later with an interrogation by Deputy Director District 1, Lamark Carter and Stateville C.C. Warden, Kenneth Briley, concerning my hospitalization for treatment.

These three IDOC officials approached Dr. Joseph Smith and Barbara Miller, the Health Care Unit (HCU) Administrator and tried to convince them to stop my medical treatments by showing them my file. That I was a very bad person, totally undeserving of medical treatment and they should simply wash their hands of me. Dr. Smith and Ms. Miller refused this unethical request and refused to read the proffered file. I remained inside the HCU and my treatments continued.

The minute my HCV medical treatments began to work, clearly shown by blood tests, these three IDOC officials began a series of events which resulted in my transfer to another prison facility on the other side of the State. It was a surprise announcement on December 6, 2000, just five months into my year long HCV medical treatments. Since I was under a medical hold and in the middle of treatments, the Medical Director, Dr. Joseph Smith, called the Warden and the Agency Medical Director, Dr. Willard Elyea, to stop my transfer before the HCV treatments were completed. In a stunning development, Dr. Smith was told to “shut up and sit down, it’s an administrative decision” and he had nothing to say in the matter. He was told this in front of me on December 6, 2000.

I was transferred to the Menard Correction Center on December 7, 2000, just five months into my HCV medical treatments. The HCV treatments were working perfectly, as documented in my blood tests.

Within thirty five days of my transfer to Menard C.C., Dr. Adrian Feinerman, the M.C.C. Medical Director, sabotaged my treatments by interruption of the medication schedule and changing the brands of medications in the middle of the treatments. This was done despite the clear medical warnings to never do so. Dr. Feinerman canceled the prescribed medical diet and canceled the prescribed sleeping medications that counter the Interferon induced insomnia. My previously successful HCV medical treatments began to rapidly reverse and fail, until they reached a point where Dr. Feinerman terminated my medical treatments, against my will and without my permission April 26, 2001, two months short of the prescribed course of treatments.

I was left to rot in my prison cell after this, in extreme physical pain, with no medical treatment for the later documented severe stomach/ intestinal infection with the H. Pylori bacteria. Nor were there any treatments to ease the documented side effects stemming from the Hepatitis infection itself.

We are double celled with other prisoners here in Illinois. During this period I received as my cell mate, a man just newly released from the infamous Illinois Death Row. He had a lovely lady from London visiting him, who he later married. She heard about my situation, what had transpired, how I was bedridden in my cell, physically exhausted and drained from both the disease and the chemotherapy. She was horrified at what I had been put through by Dr. Feinerman and the prison HMO group “Health Professionals, Ltd.” (HPL). This group is paid almost $7,000,000 per year to provide medical care to the prisoners at the Menard C.C..

She resolved to do something about it out of the deep kindness of her heart, even though she had no experience in fighting this type of state sanctioned medical mistreatment of a prisoner. Mrs. Julie Ehlers launched a letter and Internet campaign, creating a Website for me to call attention to my plight and to seek help from other concerned people to force the IDOC to provide me with proper medical treatment for this deadly liver disease. Another group heard her plea for assistance, called Surviving The System, picked up my story and also printed it on their Website at: http://www.survivingthesystem.com/kinslow jimmy.htm. Another lovely lady responded. C.J.Codega from the group Reaching Beyond The Walls. Along with some others; (LesleY581Aaol.com; Jeff Dicks Medical Coalition). Their aim was to pressure the IDOC and let them know they would NOT be allowed to deny medical treatment to me outside of public scrutiny.

Bowing to the pressure from these people, the IDOC relented and transferred me back to the Stateville C.C. on December 13, 2001, where I could be sent for an evaluation by a proper specialist at the University of Illinois - Chicago, Liver/ Hematology Clinic.

The IDOC and another prison HMO group, ADDUS Healthcare Inc., had by this time hired a new, more compliant and obedient Medical Director at the Stateville C.C.. Dr. Kevin Smith only grudgingly agreed to arrange my outside medical evaluation, delaying three months until March 14, 2002. I was seen by Dr. Wiley, a liver disease specialist. She recommended immediate re treatment with the newly approved PEG Interferon/Rebetol (Ribivarin) and further asked that a pretreatment ultrasound and liver biopsy be performed. Also a CT scan of my entire abdominal area, prior to beginning new treatments.

Dr. Kevin Smith delayed seeing me in connection with the U.I.C. visit and medical recommendations until April 24, 2002. At this time he denied the pre treatment ultrasound, liver biopsy and CT Scan of my abdomen (because of the persistent stomach/intestinal infection I was suffering from, untreated to that point). He grudgingly approved the recommended re treatment with PEG Interferon/REBETOL. Dr. Smith made it clear he was personally offended by the outside pressure I had brought to bear, thanks to my outside help. He said that I would be put on a waiting list to receive the medications when they could get them - that I did not deserve special treatment. Special life threatening treatment was in fact what I was about to endure for the next year and beyond.

They did not have the medications until November. HCV medical treatments with I:IEG Interferon/Rebetol started on November 4, 2002. At the start of the treatments, my HCV viral load levels were over 7,000,000 I U/ml, and Liver Function (AST/ALT) Levels were abnormal, indicating ongoing destruction of liver cells.

The treatments began really great, with a surprisingly mild level of side effects from the chemotherapy (cancer fighting) medication, PEG Interferon. Within eight weeks my liver function levels had stabilized back into normal. My HCV viral load levels had fallen to 53,800 IU/ml. By April 23, 2003, levels had fallen to an amazing 154 IU/ml. I was close to possibly being cured from this terrible and insidious liver/blood disease, having this treacherous virus eliminated from my blood and internal organs.

Then a horrific series of events began to unfold in a malicious and deliberate manner, resulting in the obvious sabotage of the amazingly successful HCV treatments. This required the early termination of the treatments before the virus was completely eliminated, allowing the HCV time to mutate and return in a more virulent, aggressive, destructive form.

This series of events began November 25, 2002, when I requested Nurse Susie Viscum, the RN overseeing my weekly injections of PEG Interferon, call the Medical Director, Dr. Smith. He was supposed to be personally supervising my treatments so I could report severe side effects and/or drug interactions I was having after taking the antihistamine medication Periactin. He had prescribed this for me in response to the severe itching I was experiencing as a side effect of the HCV medications. (Continued as Part 2.)

Remember the British noble-woman who said, re: sex, “I don’t care what two consenting adults do as long as they don’t do it in the street and frighten the horses”? She may have said “embarrass,” I can’t find the quote. Either will do, as I proceed to apply this to cell phones.

I agree they’re INDISPENSABLE. I’m uniquely qualified to say so because I was a doctor’s wife in the 60’s. When he was on-call, he was chained to the phone, and we couldn’t use it. Think I don’t appreciate call-waiting and cell phones? Think again.

They’re invaluable for SAFETY. I routinely drive from San Antonio to Dallas and at night, to avoid the traffic. I consider the traffic far more life-threatening than being stranded on the side of IH-35 at midnight, THANKS TO the cell phone.

They’re PRICELESS when you’re lost, running late, or have a teenager.

They allow doctors and therapists to have a life.

But there are some things we needn’t subject others to:

If I wanted to hear why your brother is an asshole, I’d ask you. But that’s actually the kind of toxic environment I try to avoidother people’s hostility.
If I wanted to be sexually aroused by explicit phone conversation, I’d be on DIAL-A-PORN.
If I wanted to hear your personal angst, I’d be your therapist and charging you for the phone call.
If I wanted to be in the bathroom with you…apparently 47% of Americans think it’s fine to talk on their cells “while in the rest room,” and I assume this doesn’t mean while they’re shaving. I find this simply incomprehensible

These conversations are simply TMI.

Talking on the cell phone can also ENDANGER THE LIVES OF OTHERS. A 2002 study suggests that drivers talking on their cells cause 6% of auto accidents each year, killing an estimated 2,600 people and injuring 330,000.

And you should listen up to this: companies are now being held LIABLE for employees who have accidents while driving and talking on the cell phone. Maybe this will knock some sense into people.

There are currently 120,000,000 cell phone users in the US, and 40 state governments are considering proposals to restrict or ban their use while driving.

We are quickly moving into the realm of “frankly bizarre.” I had lunch yesterday next to a table of teenagers. The entire time two of them were on cell phones, and this made it too noisy for the other two to talk to each other - real people right in front of them.

Joanna Krotz says in “Cell Phone Etiquette “: “Every executive has their can you beat this cell story? But Mary Westheimer of Bookzone.com offers one totally over the top: At a recent Publishers Marketing Association conference, a panel member was presenting his part of the event. ‘His cell phone rang and he stopped his presentation and answered his phone!’”

We don’t need an anthropologist (Robbie Blinkoff, principal anthropologist for Context-Based Research group) to tell us “people are defining new rules and new behavior for what’s personal and what’s private.”

Apparently not much is personal any more. I don’t know about you, but I resent hearing that tinny William Tell Overture while I’m watching a movie. Last year a New York City Councilman introduced legislation to penalize anyone making or taking a call during an indoor performance. Pending … they couldn’t figure out how to enforce it.

How about working through the pocketbook? The last concert I attended, the people behind me were drunk and disorderly. The manager said she couldn’t do anything about it. I demanded a refund. She then seated us elsewhere, but our pleasant evening had become a major stressor. I told her I wouldn’t be back until they figured out “something to do”.

Apparently people are taking and making calls during funerals. Is nothing sacred any more?

I’m torn because I enjoy being connected with loved ones via cell phone, and I’m on-call to my coaching clients. I’m all for using it to make the cold cruel world less so, but why not find a quiet, private place?

Are we doing this to look important and get attention? If you are, that’s not how you appear. We perceive you in one of three ways —

Either you can’t function alone and need a constant umbilical cord
Your self-esteem is so low you’re desperate for attention.
You are rude, egotistical, and have no social consciousness.

If you do have to take a phone call in public, you should be apologetic about it, not proud.

Here are some common-decency suggestions for use of the cell phone:

1.By all means use the phone for essential business - this means to the point and brief.
2.Maintain a distance of at least 10′ from others, lower your voice, turn away, act like you’re doing something private BECAUSE YOU ARE.
3.Value the real people in your presence over the cell phone. It is RUDE to take a phone call when you’re with someone else, with few exceptions.
4.Doctors and expectant-fathers have emergencies; you, rarely.
5.Get some balance in your life. If you can’t take time off to enjoy a play or visit an art museum without taking phone calls, what are you doing to yourself?
6.Understand that we think you’re rude and egotistical when you violate common decency.
7. Get a quiet ringer or vibrating cell.
8.Don’t give your cell number to everyone.
9.Let other people know you expect to use the phone with etiquette.

You know how it goes - when a few people don’t behave right, rules and laws follow, and then everyone gets penalized. Work for quiet, no-phone zones, but most of all, enforce your own and maybe we can avoid massive legislation.

It would be a shame not to be able to use your cell phone in a public place in case of a real emergency, and this is where we’re headed, folks.

Egg Carton Spiders

What you will need:

Cardboard egg carton
Pipe cleaners
Poster paint
Elastic thread
Something to poke small holes

Instructions:

Cut the egg cups out of a cardboard egg carton. Cut pipe cleaners into 3 inch sections. To make each spider, poke four pipe cleaners through each cup sideways. Bend the ends to look like eight spider legs. Paint the spiders black or in any wildly creative way you want! After the paint has dried, attach a length of elastic thread to the middle of each spider. Have fun holding your thread and bouncing your scary spider up and down as you take it for a walk!

Plastic Bag Ghost

What you’ll need:

White plastic trash bags
Black marker
Balloons
Some string
Scissors
Masking tape

Instructions:

Blow up/inflate the balloons and cover each one with a trash bag. With the string, gather and tie each bag under the balloon to make a head. Using your markers, draw a spooky face on the trash bag. Be as creative as you can-make a scary face or a funny face. Whatever you want! Attach a piece of string to the top of your ghosts and display them all around your house and yard.

This report was constructed to examine the wizarding sports. The main reason behind this report was to see why Quidditch has become the wizarding world’s main sport. This report will look at various wizarding sports of the past and why they failed. You will see why Quidditch has now become the wizards’ sport of choice.

Long ago, flying carpet races were held in Eastern Europe and northern Africa. Wizards came from all over the world to see these races take place, as the high speeds and the beautiful carpets attracted many visitors. However, when flying carpets were outlawed, this sport ceased to exist, except in hidden areas, illegally.

Flying Bumper Cars was another pastime that became obsolete recently. The problem was that thee was no way for the entire car to be protected all of the way around it, while still allowing the driver to see. These enchanted bumper cars flew about at such high speeds that, after one hit, wizards could be easily hurt.

Enchanted Golf also used to be a popular wizarding sport. Several balls were enchanted to fly about to knock the balls off course. However, these small balls were traveling at such high speeds that people were being hurt by these balls, as they were as strong as bludgers and focused all of their energy on a small area. This sport is were the term for an annoying person came up, “little bludger.”

Magical Spoons was a family, home-based game of a few years ago. It borrowed the idea from the muggle game of Spoons, but the spoons were enchanted to fight back. This game was outlawed, however, when wizards’ schoolchildren were loosing an alarming number of fingers as a result of playing this game at school.
